Prosecutors Detail Bid to Sway South Korean Election

검찰, 선거개입 시도 뒷받침하는 추가증거 다수 발표

SEOUL, South Korea — Agents from the National Intelligence Service of South Korea spread more than 1.2 million Twitter messages in a bid to sway public opinion in favor of President Park Geun-hye and her party ahead of the presidential and parliamentary elections last year, prosecutors said on Thursday.

한국, 서울 - 한국 국정원 요원들이 지난해 대선과 총선을 앞두고 박근혜 대통령과 여당을 지지하는 여론을 조성하기 위해 120만개가 넘는 트윗 메시지를 유포했다고 목요일 검찰이 발표했다.

For months, South Korean politics has been rocked by the opposition’s accusations that officials at the country’s spy agency and military conducted an ambitious but clandestine online campaign to help Ms. Park, at the time the candidate of the governing party, win her Dec. 19 election.

 지난 몇 달 동안 국내정치는 국정원과 군 관계자들이 당시 집권당 후보였던 박대통령의 12월 19일 대선 승리에 유리하도록 아주 의욕적으로, 그러나 은밀하게 온라인 선거운동을 벌여왔다는 야당의 주장으로 인해 떠들썩해왔다.

Prosecutors have indicted several top intelligence officials, including Won Sei-hoon, former director of the spy agency, on charges of ordering an online smear campaign against opposition candidates in violation of election law. A team of agents posted online messages ahead of the parliamentary election in April last year and the subsequent presidential election that lauded government policies while ridiculing opposition rivals of Ms. Park as untrustworthy pro-North Korean sympathizers, they said.

검찰측은 그간 전 원장인 원세훈을 비롯한 국정원 고위관료들 여러 명을 야당후보들에 대한 온라인 비방작전을 지시한 사실에 대해 선거법 위반혐의로 기소했다. 국정원 한 부서 요원들이 지난 사월 총선과 그 이후 대선을 앞두고 정부의 정책은 칭송하고 박대통령과 경합했던 야당후보들에 대해서는 신뢰할 수 없는 종북주의자들이라며 비아냥거리는 내용의 글을 인터넷에 게재했다고 검찰은 밝혔다.

But the prosecutors could not clarify how the alleged online operation affected the result of the elections. Ms. Park, who won her election by one million votes, has said she neither ordered nor benefited from such a campaign. But the opposition party claimed that she and the conservative government of her predecessor, Lee Myung-bak, colluded to manipulate the election results.

하지만 검찰은 이 온라인 작전이 어떻게 선거 결과에 영향을 미쳤는지는 밝힐 수 없었다. 백만표 차이로 선거에서 승리한 박대통령 자신은 그런 불법선거운동을 명한 적도 없고 그로부터 어떤 혜택도 받지 않았다고 말해왔다. 그러나 야당은 박대통령과 전임자인 이명박 보수정권이 함께 공모하여 선거결과를 조작했다고 주장했다.

The new evidence, unveiled by prosecutors on Thursday, showed that the alleged online campaign was more expansive than previously known. The revelation came as political pressure has mounted on prosecutors. In the National Assembly, the opposition is pushing for the appointment of an independent investigator, saying that the investigation by prosecutors cannot be trusted.

목요일 검찰에 의해 밝혀진 새로운 증거는 지금까지 알려진 것보다 온라인 불법선거운동의 규모가 훨씬 방대했음을 보여준다. 이 폭로는 검찰측에 대한 정치적 압력이 증가하는 가운데 터져나왔다. 국회에서 야당은 검찰 수사를 신뢰할 수 없다고 주장하며 특검 임명으로 압박해왔다.

During a budget speech to the National Assembly on Monday, Ms. Park said she lamented the prolonged political strife that has grounded many economic and tax overhaul bills. She promised to block the intelligence agency from meddling in domestic politics but called for people to trust prosecutors and the court to investigate the election scandal.

지난 월요일 시정연설에서 박대통령은 경제와 조세개혁안 등을 지연시켜온 정치적 싸움이 지나치게 길어지고 있음에 우려를 나타냈다. 그는 국정원이 더 이상 국내정치에 관여하지 못하게 할 것이라고 약속하며 선거 스캔들을 수사 중인 검찰과 사법부를 믿어달라고 말했다.

On Thursday, her deputy, Prime Minister Chung Hong-won, said that the prosecutors’ new findings were evidence that they were doing a fair job. The governing Saenuri Party also accused the opposition of initiating a political offensive to discredit Ms. Park’s legitimacy as president.

목요일 정홍원 국무총리는 박대통령을 대변해 검찰이 새로운 증거를 발견한 것은 이들이 공정한 수사를 하고 있음을 보여주는 증거라고 말했다. 집권 새누리당 또한 야당이 박대통령의 대통령직의 합법성에 대한 정치적 공략을 하고 있다고 비난했다.

“We don’t think that the prosecutors’ fairness and neutrality were compromised,” Yoon Sang-hyun, a deputy floor leader, was quoted by his party as saying during its leadership meeting.

"우리는 검찰의 공정함과 중립성이 훼손되었다고 생각치 않는다,"라고 원내수석부대표인 윤상현이 최고위원회의에서 말했다고 새누리당은 발표했다.

But the main opposition Democratic Party called for the dismissal of Justice Minister Hwang Kyo-ahn, accusing him of soft-pedaling the prosecutors’ inquiry to prevent any finding that would hurt Ms. Park. Mr. Hwang, appointed by Ms. Park, oversees prosecutors. Opposition party leaders have also held a series of rallies in recent months demanding an apology from Ms. Park, whom they accuse of obstructing a fair investigation.

그러나 주요 야당 민주당은 법무장관 황교안이 박대통령에게 해를 입힐 수 있는 증거가 나오지 않도록 검찰조사를 억제한 사실에 대해 황장관의 해임안을 요구했다. 박대통령이 직접 임명한 황장관은 검찰을 총관할한다. 야당 지도부는 또한 최근 몇 달 동안 박대통령이 공정한 수사를 방해해왔다며 박대통령의 사과를 요구하는 시위를 여러 차례 벌였다.

“What’s clear so far is that the National Intelligence Service and other state agencies had engaged in a systematic and massive intervention in elections,” the top opposition party leader, Kim Han-gil, said on Thursday.

The intelligence service said its online messages were posted as part of normal psychological warfare operations against North Korea, which it said used the Internet to criticize South Korean government policies, forcing its agents to defend them online. In a statement on Thursday, it also accused prosecutors of citing online postings that had nothing to do with its agents as their court evidence.

국정원은, 인터넷으로 남한 정부의 정책을 비방하는 북한에 대항해 우리의 남한의 정책을 방어하기 위한 어쩔 수 없는 정상적인 대북 심리전의 일환으로써 국정원 요원들이 온라인 글들을 올린 것이라고 해명했다. 국정원은 목요일 성명서에서, 국정원 요원과는 아무런 관련이 없는 온라인 글들을 법원에 증거로 제시했다고 검찰을 비난했다.

The allegation first surfaced during the election campaign last year, when opposition politicians and officials from the National Election Commission tried in vain to enter a Seoul office where a female intelligence agent had locked herself in, refusing to answer questions on whether she was part of an illegal online election effort.

이 혐의는 작년 대선 기간 중, 불법 온라인 선거운동을 했는지에 대한 질문에 답변을 거부하면서 안으로 문을 걸어 잠궜던 여성 국정원 요원의 오피스텔에 진입하려던 야당 정치인과 선관위 직원들의 시도가 실패로 끝나면서 최초로 알려지게 되었다.

Three days before the presidential election, the Seoul police announced that they had found no evidence to support the opposition accusations. During her last television debate, Ms. Park excoriated her main opposition rival, Moon Jae-in, over what she called the harassment of a female agent by his party.

대선 사흘 전 서울 경찰은 야당이 주장하는 혐의를 뒷받침할 만한 아무런 증거도 발견하지 못했다고 발표했다. 마지막 대선 토론에서 박근혜 대통령은 민주당이 여직원의 인권을 침해했다며 라이벌이었던 야당 대선 후보 문재인 의원을 공격했다.

But the scandal did not die with her election.

그러나 그 스캔들은 선거가 끝나도 사라지지 않았다.

A senior police investigator told reporters after the election that her supervisor had intervened in the investigation, withholding evidence. The boss — Kim Yang-pan, the former chief of the Seoul Metropolitan Police — was indicted together with Mr. Won, the former intelligence chief. Both denied the charges against them.

선거 후 경찰 수사과장은 상관이 증거를 감추며 수사에 개입했다는 사실을 기자들에게 폭로했다. 그의 상관인 전 서울 경찰청장 김용판도 전 국정원장 원세훈과 함께 기소됐다. 두 사람은 자신들에 대한 혐의를 부인했다.

While indicting Mr. Won in June, prosecutors said they found thousands of online political postings uploaded by his agents. Then last month, they said they had found more than 55,000 Twitter messages spread by the agents. The former head of the prosecutors’ investigation also said his boss, the head of the Seoul District Prosecutor’s Office, tried to block him from submitting that additional evidence to court — a charge the boss denied.

지난 6월 검찰은 원세훈을 기소하면서 국정원 요원들이 온라인에 게재한 수 천개의 정치적 글들을 찾았다고 발표했다. 이후 지난달 검찰은 요원들이 유포한 오만 오천개 이상의 트윗글들을 다시 발견했다고 했다. 전 검찰수사팀장 또한 그의 상관인 서울지검장이 법원에 그 사실을 추가증거로 제시하는 것을 방해하려 했다고 말했다 - 그 상관은 이를 부인했다.

Separately, military investigators were investigating South Korea’s Cyberwarfare Command, after it was revealed last month in Parliament that some of its officials had conducted a similar online campaign against opposition candidates. The Cyberwarfare Command was created in 2010 to guard South Korea against hacking threats from North Korea.

On Thursday, prosecutors said that the 1.2 million Twitter messages they had discovered were mostly copies of the 26,500 original messages that the agents mass-distributed through a special computer program. But even if they were copies, they constituted an act of meddling in domestic politics and elections, Lee Jin-han, a senior prosecutor, told reporters.

목요일, 검찰은 발견된 백 이십만 개의 트윗 글들은 대부분 이만 육천 오백개의 원글들에 대한 복사본으로써 특별한 컴퓨터 프로그램을 이용해 요원들에 의해 대량으로 유포된 것이라고 말했다. 그러나 그것들이 복사본이었다고 해도, 국정원이 국내 정치와 선거에 개입한 행위임이 분명하다고 이진한 차장검사가 기자들에게 말했다.
